KOSCIUSKO CO., Ind. (ADAMS) – A 38-year-old man from Mentone has turned himself in to the Kosciusko County Sheriff’s Office after an arrest warrant was issued for him in late January.
William Kollman is facing charges of possessing child sex abuse material and voyeurism. He had been under investigation since the Indiana State Police Internet Crimes Against Children Task Force received cyber tips in August 2024. The tips came from the National Center for Missing and Exploited Children.

Investigators with the Indiana State Police Internet Crimes Against Children Task Force (ICAC) began a criminal investigation in August 2024 after receiving several cybertips from the National Center for Missing and Exploited Children (NCMEC).
This investigation resulted in the Kosciusko County Prosecutor’s Office issuing a search warrant for a residence belonging to William Kollman, 38, of Mentone, IN that was served on October 22, 2025, by members of the Indiana State Police ICAC Task Force and troopers with the Indiana State Police Bremen Post. This search warrant resulted in the seizure of multiple electronic devices. A forensic examination was conducted on the electronic devices, and the findings were turned over to the Kosciusko County Prosector’s Office.
After a review of the findings by the Kosciusko County Prosecutor’s Office an arrest warrant was issued by the Kosciusko County Superior Court for Kollman on January 28, 2026. Kollman turned himself in to the Kosciusko County Jail on January 29, 2026, for Possession of Child Sex Abuse Material, Level 6 Felony and Voyeurism, Class A-Misdemeanor.
ICAC Task Force Investigators were assisted in this case by the ISP Bremen Post and the Kosciusko County Prosecutor’s Office.
The Indiana Internet Crimes Against Children (ICAC) Task Force is a multiagency task force led by the Indiana State Police. The task force serves to conduct investigations into reports of child sexual exploitation, enticement by predators, and the production and distribution of child sexual abuse material (CSAM); apprehend and prosecute offenders; and educate the public on how to prevent online child victimization. Each year, Indiana ICAC investigators from around the state evaluate thousands of tips, investigate hundreds of cases, and rescue dozens of children from ongoing sexual abuse.
The Indiana ICAC Task Force encourages Hoosiers to report online exploitation, solicitation, and enticement-type crimes against children to the National Center for Missing and Exploited Children (NCMEC).
