FORT WAYNE, Ind. (ADAMS) – The officer who fired the shots that killed Dachena Warren-Hill off Winchester Road on November 19 of last year will not be charged. On Tuesday, Allen County Prosecuting Attorney Mike McAlexander said that Officer Mark Guzman “was justified in using force, as he reasonably believed that force was necessary to prevent serious bodily injury or death to himself and/or citizens of this community.”
The Fort Wayne Police Department released body cam footage and audio from the day. You can see that as it was released below. It may be disturbing for some.

The office of the Allen County Prosecuting Attorney has completed its review of the investigation surrounding the police action shooting that occurred on November 19th, 2023 at the 5100 block of Winchester Road, in Fort Wayne, Indiana, which resulted in the death of Dachena Warren-Hill.
The shooting investigation was completed by the Fort Wayne Police Department and the Indiana State Police. The Prosecuting Attorney’s Office has determined that there is no evidence of criminal liability in this incident. The officer was justified in using force, as he reasonably believed that force was necessary to prevent serious bodily injury or death to himself and/or citizens of this community.
The Fort Wayne Police Department and the Indiana State Police have determined that the officer’s actions were consistent with department policy and the use of force was reasonable to prevent serious bodily injury or death to the officer and/or citizens of this community.
UPDATE (November 22, 2023):
A large group gathered Tuesday night in downtown Fort Wayne following the death of a 20-year-old woman in an officer-involved shooting. Friends and family are demanding answers about what happened before the shooting death of Dachena Warren-Hill on Sunday morning.
The demonstration came as the officer who pulled the trigger was identified as Mark Guzman.
He was hired by the FWPD in 2017. His records show two letters of reprimand and a suspension stemming from crashes in his squad car, according to the Fort Wayne Police Department.
Police have resisted calls to make any footage from Sunday public and have not released many details.
UPDATE (November 21, 2023):
We have learned the identity of the person shot and killed by Fort Wayne police on Sunday.
The Allen County Coroner says that 20-year-old Dachena Warren-Hill’s manner of death was ruled as a Homicide-Police Action Shooting. Police were called to a reported fight at Winchester and Babcock just before noon. An officer reportedly opened fire when she allegedly tried to hit them with her vehicle.
The FWPD says more information will be released when it is ready.
The Allen County Coroner released the following:
On Sunday, November 19th, 2023, the Allen County Coroner’s Office was notified of an officer involved shooting in the 5100 block of Winchester Road, in Fort Wayne. First responders pronounced an individual deceased at the scene.
The individual was identified as Dachena Warren-Hill, 20, female, Black of Fort Wayne.
Notification has been made to the next of kin and an autopsy has been completed. The Cause of Death has been determined to be Multiple Gunshot Wounds and the Manner of Death is ruled a Homicide-Police Action Shooting.
Dachena Warren-Hill is the 25th Homicide for Allen County for 2023.
This incident is under investigation by the Fort Wayne Police Department, Indiana State Police, the Allen County Prosecutor’s Office and the Allen County Coroner’s Office.

FORT WAYNE, Ind. (ADAMS) – The Fort Wayne Police Department and Indiana State Police are investigating an officer-involved shooting that left one person wounded.
Authorities say officers were called out yesterday to the area of Babcock and Winchester Roads on a report of a fight. A 911 caller said someone in a car was trying to run over another person. When officers arrived, the person driving the vehicle attempted to hit an officer, who then shot the driver.
The condition of the driver hasn’t been released. No other injuries were reported.
The Fort Wayne Police Department released the following:
On Sunday November 19th 2023 at approximately 1151 hrs Officers were dispatched to the area of Babcock and Winchester regarding a fight. Initial comments stated several people were fighting, and a gold car was repeatedly ‘banging into a house’. The caller stated someone had just been hit by the car and then stated the vehicle was attempting to run over the officer that had arrived on scene. As a result, the officer discharged his service weapon, striking the driver. Neither the officer nor any other persons were injured and there is no further threat to public safety. Several individuals directly involved in the incident have been detained and are being interviewed. This remains an ongoing investigation with the Fort Wayne Police Dept, Indiana State Police and Allen County Prosecutor’s Office. Winchester road between Babcock and Godfrey Dr will remain closed to vehicle traffic for next several hours.
