FORT WAYNE, Ind. (ADAMS) – The Fort Wayne Police Department says that an arrest has been made in connection to a fatal shooting last month.
The 26-year-old man was arrested Wednesday and charged with the murder of 18-year-old Parker Billman on August 27. Desmond Carswell was taken into custody at about 12:35 p.m. during a traffic stop near Hayden and Hann.

Carswell was arrested without incident and transported to the Allen County Jail.
The Fort Wayne Homicide Unit was assisted in the investigation by the Gang and Violent Crime Unit, the Vice and Narcotics Division, the Aerial Support Unit, the Indiana State Police, the Allen County Prosecutors Office and the Allen County Coroners Office.
UPDATE (August 29, 2024):
A man who was shot Tuesday near the Cap n’ Cork on East Lewis has died. The coroner says that 18-year-old Parker Billman is Allen County’s 29th homicide of 2024. The report released on Thursday says he died of multiple gunshot wounds.

On Tuesday, August 27th, 2024, the Allen County Coroner’s Office was notified of a shooting in the 600 block of East Lewis Street, in Fort Wayne. The victim was transported to a local hospital and was later pronounced deceased.
The victim was identified as Parker James Eugene Billman, 18, male, White of Fort Wayne, Indiana.
An autopsy has been completed and notification has been made to the legal next of kin. The Cause of Death is Multiple Gunshot Wounds and the Manner of Death is Homicide. Parker James Eugene Billman is the 29th homicide for Allen County in 2024. The incident remains under investigation by the Fort Wayne Police Department, the Allen County Prosecutor’s Office and the Allen County Coroner’s Office.

FORT WAYNE, Ind. (ADAMS) – The Fort Wayne Police Department says a man has life-threatening injuries following a shooting Tuesday night. Officers were called to E. Lewis and Hanna – near the Cap n’ Cork store – just after 10 p.m.
Medics reached the victim, and he was taken to the hospital.
Police say there is no one, currently, is wanted or in custody but that there is no threat to the public. Anyone with information is encouraged to come forward.
The FWPD released the following:
On Tuesday, August 27th, 2024, around 10:04 pm, officers with the Fort Wayne Police Department were dispatched to the intersection of E. Lewis and Hanna Streets reference a shooting. Upon arrival, they found an adult male suffering from gunshot wounds near the Cap n’ Cork, 604 E. Lewis St. Medics rushed the male to a local hospital and his condition was determined to be life-threatening. No one, currently, is wanted or in custody.
There is no danger to the public.
